1. It wasn’t originally a pistol, thus since it was made from a rifle, and it has a barrel shorter than 16″, it legally meets the federal definition of “SBR.”

        The relevant text can be found in 27 CFR 478.11: “Short-barreled rifle. A rifle having one or more barrels less than 16 inches in length, and any weapon made from a rifle, whether by alteration, modification, or otherwise, if such weapon, as modified, has an overall length of less than 26 inches.”

        This is why the “mare’s leg” style lever-action pistols of Hollywood fame were short-barreled rifles, and the Rossi Ranch Hand is a pistol: The former was “made from a rifle” and the latter was “originally designed” to be a pistol.

        I agree that it’s arbitrary as hell, and absolutely idiotic, but that’s the way the government has chosen to enforce federal gun control statutes, and as such it behooves us to be aware of it if we want to stay out of prison.
